V. POLICY/PROGRAM ASSESSMENT
Reporting Requirements: The EEU must submit Quarterly Reports to the Vermont Public Service Board, the Contract Administrator, the Fiscal Agent, the Vermont Department of Public Service, and the EEU Advisory Committee.
Assessing Entity: Efficiency Vermont
Report Date:
2000 Annual Report--March 1, 2001
2001 Annual Report--March 1, 2002
Report Name: Efficiency Vermont Annual Report [Adobe Acrobat File]
Status
According to their Annual Reports, Efficiency Vermontís 2000 and 2001 actions resulted in 60,359 MWh of annual saved electricity, which is already 72% of the three-year MWh savings goal established by the Vermont Public Service Board as a key indicator of Efficiency Vermontís performance.
The value of the electricity savings from Efficiency Vermont program measures installed in the year 2000 is $17.7 million, valued at the costs Vermont utilities avoid by not purchasing or generating the electricity that the programs save over the life of the measures installed. This exceeds total Efficiency Vermont 2000 expenditures of $5.4 million by $12.3 million. Stated another way, Efficiency Vermont is helping to meet the electric energy needs of Vermonters by providing energy efficiency at approximately 2.6 cents per kWh at a time when the comparable price of wholesale electric supply is more than 5.2 cents per kWh.
A total of 30,966 households and businesses took advantage of Efficiency Vermontís technical advice and financial assistance in 2001. This is approximately 10% of all Vermont's utility customers. Together, they will save 37,565 MWh annually, as much electricity as 8,500 Vermont households use in a year. At current electric rates, these consumers are expected to collectively save $3,629,125 this year on their electric bills because of energy efficiency actions they took in 2001.
Efficiency Vermontís savings results through 2001 are comparable to power plant output of 11.8 MW during the stateís peak winter demand period and of 6.2 MW at summer peak. The 60,359 MWh saved through efficiency programs is about the same as the amount of electricity generated by the three hydroelectric dams on the lower Winooski River in a year.
