Description
The legislation provides funding for energy efficiency, renewable energy, and low-income assistance with non-bypassable flat monthly charges to ratepayers based on annual sales. Contributions are placed in the Energy Efficiency Trust Fund which the Illinois Department of Commerce & Community Affairs (DCCA) disburses. Retail generators must disclose fuel mix and emissions.

Outreach/Customer Education
Direct consumer outreach has taken place in cooperation with the Home Depot Environmental Fairs and at Chicago's Earth Day Event at Grant Park. Additional outreach is planned during the 2002 Illinois State Fair where the focus will be on senior citizens.

V. POLICY/PROGRAM ASSESSMENT

Reporting Requirement
The DCCA shall submit an annual report to the General Assembly evaluating the effectiveness of the projects and programs, and recommending further legislation which will encourage additional development and implementation of energy efficiency projects and programs in Illinois and other actions that help to meet the goals of the Public Act.

Report Name: Energy Efficiency Trust Fund Program Update

Status
While the update does not estimate overall savings it does report a number of results including: construction of 136 new single-family homes that will be at least 40% more efficient than building code requirements; replacement of 3,945 refrigerators with models that are 50% more efficient, saving consumers $55/unit per year; distribution of 23,000 efficient lighting kits that will save an estimated 3.5 million kWh per year; replacement of 21,500 torchier lamps with more efficient, safer models for an energy cost savings of over $1.3 million per year; and over 3,000 rebates for purchase of more efficient air conditioners.
