Funding Three-year funding for the SBC totaled $234.3 million: nearly $162 million for energy efficiency programs, nearly $41 million for R&D projects, $29 million for assistance programs for low-income utility customers, and $3 million for potential environmental disclosure activities. Of the $234 million total, nearly $60 million funded satisfaction of prior program commitments of New York's six remaining major investor-owned electric utilities and $3 million for the environmental disclosure fund. The remaining $172 million -- nearly three-quarters of SBC's overall three-year budget-- was allocated to fund programs of statewide scope being operated for the PSC directly by NYSERDA. NYSERDA's three-year allocation covered $130.27 million in planned energy efficiency activities; $27.60 million in planned public benefit R&D projects focused largely on renewables and environmental protections; and $13.90 million in planned initiatives for low-income utility customers. Participation in the NYSERDA-run statewide SBC programs is gained by successfully responding to competitive solicitations.
By June 30, 2000, the end of the second program year of NYSERDA's SBC programs, termed "Energy Smart," approximately $122 million of the funding was committed, representing 69% of the available budget, including interest earnings. In addition, $46 million in spending was planned through existing program activities, representing 26% of the total budget. The remaining $8.9 million (5% of the total budget) was available to fund additional year-three activities.

V. POLICY/PROGRAM ASSESSMENT
Reporting Requirement Consistent with PSCís January 26, 2001 Order Continuing and Expanding the System Benefits Charge for Public Benefit Programs, NYSERDA will provide detailed status and evaluation reports biennially in December 2002 and December 2004. This two-year cycle for detailed reporting is consistent with the SBC Advisory Groupís recommendation that the criteria of well-functioning markets should be evaluated every two years to determine the need for further intervention. NYSERDA will also provide interim status reports in December of each year that a detailed report is not prepared. These interim reports, the first of which will be submitted in December 2001, will provide overall results for both phases of New Yorkís public benefit program. In addition to the detailed and interim reports, NYSERDA will also continue to provide quarterly reports to the DPS and SBC Advisory Group, updating the current status of program implementation and evaluation findings.
