Description
Michigan has not established a System Benefits Charge, but has established a securitization mechanism to fund energy-efficiency in the state. The Michigan Public Service Commission (MPSC) authorized securitization of financing to reduce retail rates by 5%. If securitization savings exceed this, the excess savings are to be distributed to the Low-Income and Energy Efficiency Fund.

Funding Level (All SBC Programs)
The fund is capped at $60 million per year for 6 yrs.
As of May 2002 the fund has received $44 million.
For 2002 Low-Income Energy Assistance grants have been approved for $27.4 million , and the Commission plans to award $12 million in Michigan Energy Efficiency Grants and $5 million for Low-Income Energy Efficiency Grants.
