Yes, these are delivered numbers. Of course, the delivered price of coal in the US varies from about $0.75/MMBtu delivered to $1.90/MMBtu (with some excursions on either side), but those are delivered costs. I picked the State of Illinois for an average cost of US$1.30/MMBtu delivered to the power plants.
