DIG-L: Controling pathogens?

This may be a simplistic question but...
in the control of harmful pathogens remaining in either in a mesophilic or
thermophilic digester, why not then run the effluent through an insulated
and heated double jacketed pipeline with heat supplied by the methane
recovery, to insure a high enough temperature to kill anything harmful?
i.e:
--------------------------------------
insulation
-------------------------
pipe walls with circulating hot water
-------------------------
effluent --> holding tank
-------------------------
pipe walls with circulating hot water
-------------------------
insulation
---------------------------------------
The flow rate via the effluent pipe sizing and pumping rate would be
such as to insure the desired rate of temperature rise in the effluent.
Does this make sense to insure safety in either type of digester?
