To add to mr de Boer his comment,

biogas in the Netherlands is used on a small scale by end users. 
biogas from digestors is converted to green electricty in 
combination with heat. However landfill gas is being upgraded on 
more then five sites to natural gas quality. Our company 
engineered the first plant about 15 years ago which is still in 
operation and our daughter company Petrogas has built 4 other 
sites in the Netherlands. There is now also interest from municipal 
waste water treatments to upgrade gas to natural gas quality. 

To give you an idea at the moment about 3000 kubic meter landfill 
gas per hour is upgraded to natural gas quality. Which will rise to 
4000 kubic meter per hour at the end of 2002.

Also the European commity has declared that enviromental tax 
refund in the netherlands for green gas and green heat is legal and 
approved. This is also regulated in Dutch laws. 

So clearly now ban!
