I would have guessed from the description that the limitation would only
apply to the special off-peak meter. They can't really juggle the rates
on one meter, but they certainly could charge different rates on the two
meters. AND require you to use less than 10KWH/year at peak times on the
off-peak meter. Be pretty unreasonable to require that on BOTH meters --
but corporations CAN be pretty unreasonable.
