Read carefully. There are TWO separate issues. One is a partial
throttle on startup. The other is "high pot lock-out."

The partial throttle on start-up is disabled ONLY on CURTIS by
connecting the enable to V+ during start-up. It is always active on Auburn.

A "high pot lock-out" is a different animal. I know that Auburn
controllers continuously check to see if the pot resistance is much hgher
than "full" throttle. I believe Curtis controllers do this too. This feature
is always present no matter what you do with the enable line on Auburn and I
believe that is the case on Curtis too.
