The reason SUV's do not have to meet the same standards as the other cars
is because they fall into a different classification of vehicle.  I don't
remember what it's based on, probably vehicle weight.  But the SUV's are
all in the 'truck' (?small truck?) classification.

When the classifications were made they assumed that this size vehicle
would be a 'delivery vehicle' just used around town and let the standards,
both emissions and safety, be laxer.
