This charging in next door neighbor buisness with

        Well, then Ford, Arenvironment (sp,) EPRI and others have got it all
wrong.

        Also, what other sections of the code say doesn't matter according
the Article 625.

        "625-3 Other Articles. Wherever the requirements of other articles
of this
code and Article 625 differ, the requirements of Article 625 shall apply."

        That has a familiar ring, doesn't it?
