Oil prices *were* reflected at the pump, not by an increase in gas prices
but by the lack of further decreases. According to an AP article in the
Feb 21st Oregonian, oil prices had been steadily dropping (because of an
oversupply of oil and the Asian monetary problems) until the buildup began
in the Gulf.
