You can get more cooling out of peltier devices by stacking them.  This
gets the hot side of the stack way higher in temperature, giving you a
higher temperature gradient for the heat sink.

The biggest problem we have had with peltier stacks is keeping them in
contact with each other.  Perhaps clamping them with springs or
belleville washers would help, there.
