CA legislation



RE: Mike Thompson's EV legislation

I met with Senator Thompson and his aides when they anounced the legislation
at a press conference in Ukiah.  His legislation equalizes the sales tax
paid on a new EV with an equivalent gas car.  In other words if you buy a
RAV 4EV for $45K which is comparable to a $25K gas Rav4, then you only pay
sales tax on $25K.  Pretty tame compared to the previous exemption from all
sales and excise tax which was in effect up to '96, not to mention the state
tax credit which also expired.

It also does nothing for small business and conversions which I of course
mentioned to him and his staff.  His chief staffer was unaware of the
previous tax credit and asked me to send him information on it. This I did
and also sent a request to add a sales tax exemption for conversion kits.  I
heard no response nor any changes to the legislation.  Good luck in congress

There is a much better piece of legislation put forth by the State Senator
from Santa Barbara which provides benefits for all "efficient or alternative
fuel vehicles." His name escapes me at the moment and I don't have the bill
number as I am away from my files.  This bill deserves much more attention
that the Thompson bill.
