Regenerative Braking Controller

Our FutureCar Challenge team has a Chrysler Intrepid 95
Hybrid Vehicule. We are using a Volks 1.9 TDI engine.
We wanna use a DC motor to move our car up to 15MPH
then the Diesel engine will be clutched into the drivetrain.
We have a battery pack of 144v. Our  Solectria 22HP
continuous with a 50 n-m torque isn't enough powerful to
move the car with a decent acceleration. But with the
Solectria controller, it's possible to do regenerative braking
and also regen the batteries on-the-fly. We use that last
feature when we are at more than 40MPH.
What will be the best DC motor available for our application?
Kostov, ADC or GE .....
Is there any 144v DC controller that can handle regenerative
braking???

We are waiting for suggestions.
Thanks!
