If thats the state of the law where you're at I feel sorry for you. In WA
we only have to pass the standards in force at the state level. I have an
old copy (from the building of my buggy) and just got a new one. State
vehicle code is a funny thing. It seems now that windshield wipers are
required, but now "street rods" and "kit cars" no longer have to have
bumpers (good for me, the buggy has never had them).

Anyway, its worth checking your states law on vehicle requirements. At
least down the west coast its not generally the current "FMVSS". Here in WA
there is not one word about airbags, or crumple zones (in fact, we require
one of several race bodies approvals on a custom built chassis).
