Hi Cass.  Congratulations on starting out on the three wheeler
design.  It depends on where in California you are living, but
the driving situation is not always that friendly to lighter
vehicles.  Everytime I drive around on California highways and
streets, they look more like Texas highways, where the most
popular car is a truck.  You will probably have to use some
discretion, but it should not get as bad as Texas where joggers
and cyclists can get tickets for obstructing traffic and messing
up peoples' bumpers.  The las time I checked, there is no break
for EV registration.  You are lucky that you can even get it
registered at all.  No smog check in the Bay Area, that's a plus.
Maybe that helmet is a good idea after all.  You could get one
of those cool looking axis-type ones.  Don't get impaled by
tubular spaceframe components.  My dad saw that happen to one
of his friends who built an experimental vehicle.
