FCEV - Oxy-Fuel News (OXYF) CONGRESS PROPOSES INCENTIVES FOR FUEL

Following the Senate's lead, the House recently introduced a companion
bill to SB 1003 known as the "Alternative Fuels Promotion Act" (see
Oxy-Fuel News 5/17/99). The House companion bill, HR 2252, was
introduced by Dave Camp (R-MI) and Sander Levin (D-MI). HR 2252 gives
alternative fuels federal tax incentives available during the early
critical years of market development, said Camp. The incentives are
designed to "level the playing field" for the various alternative
fuels, he continued.
The act gives alternative fuel vehicles a host of tax incentives,
including extending the sunset date for the existing federal tax
credit from 2004 to 2010. The credit gives consumers 10% or $4,000 off
the purchase price of an electric or fuel cell vehicle. Those
vehicles capable of driving over 100 miles between refuelings reap the
benefit of an additional $5,000 tax credit.
The bill also provides a tax deduction for installing fueling
infrastructure of up to $30,000 for new stations. Currently, a
$100,000 tax deduction is available for the cost of purchasing
equipment associated with alternative fueling stations.
The majority of costs for fuel cells and electric vehicles can often
come from the cost of installing infrastructure, said Camp. This
provision would help cover those costs, he said. Additionally, a 50
c/gal tax credit, based on energy content, would be allotted to
sellers until the end of 2007 with the hopes that this credit will be
passed onto consumers. "Federal tax policy can play a critical role
in encouraging the broader use of alternative fuel vehicles," said
