If the 007 is like the Jet pickup truck the GE main contactor runs on pack
voltage, not 12 volts.
Sorry, I don't have advice on fixing the problem but agree with Ralph to
trace the main contactor supply back. Not easy in the controller box with
all wires color coded black for easy identification. At some reduced pack
voltage I suppose the main contactor will not pull in at all. But you have
run it at 114 volts before and have returned the pack to 120 volts now.
