Hi Greg.  If the voltage meter will not budge, neither will the
motor.  So, it appears that the contactor is dead.  The 007 Jet
uses a non-enclosed model, so you should be able to examine
it carefully.  When you say that the contactor is dead, that means
that you have tested the continuity of the coil with the auxillary
power, and seen that it engages.  If not, the auxillary power is
bad, or the coil is burnt.  The contactor is not "dead."  When
you say that the contactor is dead, I take that to mean that 
the auxillary power is engaging it, but no current is flowing
through the armature.  Since the contactor is open, you can test
the continuity of the armature.  Disconnect the end going to
the controller in order to prevent any unfortunate accidents.
You may wish to place a small load where the controller once
was hooked in.  Now, you will be able to see exactly wheree
the dead part is.  It could be a cable lug, a screw on the
contactor, one of the silver-cadmium contacts, or the armature
bar.  If it is anything other than a cable lug, it is suggested
that the contactor be replaced, unless you really like to
hack.  One of the old current events had some pictures of 
a homemade contactor, and I'll bet you can do wonders with
a bunch of silver dimes and a small torch.  BTW, I have seen
a hacker do this and it works just fine, but I'm not sure that
I would try it.
