I don't think you're lying, I've seen sillier warning labels.
Also don't believe there's any legitimate reason to be concerned. It's pretty hard
to see how someone should be concerned about a cellphone at a gas pump if you've
just stepped out of a car with a metal on metal contact switch in the door jamb to
turn on the overhead light. If a simply spark was likely to cause an explosion, that
one would do it a long time before a cellphone.
You ask why would petrol stations post such a sign? Perhaps because of a lawyer....
That's usually the cause of many silly/spooky actions. I'm holding a bottle of water
with a nutritional summary on its label. gee.. no calories,vitamins, or protein.
