California Electrical Code Article 625 clarity please

I request the help of the EV List.
Below is a message from Joel who, if you remember previous POSTs, is
working to provide EV charging in the Anaheim area.

His questions pertain the California Electrical Code Article 625.

1 - Seems wrong. What good is an outlet if it is different from
    household outlets?

2 - This also seems wrong, as we DO have earthquakes here, and need
    the cords to unplug themselves (using straight blades).

3 - The EVI MCS100 http://www.evii.com does de-energize if unpluged on
    the 14-50 220VAC outlet.  We have these are my work sites, and
    they have a switch -able 5-20 or a 14-50 (220VAC only) outlets.
 ...

This brings up another item.
Who is adding these requirements to the code each year?

I am going to have to upgrade some EV charging at my work sites, and
my facilities man is saying that the new CEC codes are stating the EV
charging has to lighted and within a certain number of feet from an
entrance.

Why? We are EVs not the disabled. This makes no sense.
Are the people writing these codes, funded to stop EVs?
Or are they the same groups that made old laws to have a man walk in
front of a gas car with a flag to warn on coming people (riding
horses)?

I am concerned that if honest companies follow these codes, there will
be no EV charging. I wonder if any public safety person really knows
these codes enough to spot a violation?

Smacks of 'OverKill' to me.
A little EV List clarity please.

Dear Bruce,
Interest continues to build regarding EVs in Anaheim. I attended two
EV club meetings and got suggestions for EV incentives which I have
passed on to Utility management. The Utilities Department has already
applied for co-funding for 12 inductive and conductive chargers and
will tomorrow apply for several more chargers.

I have some questions about the California Electrial Code Article 625.

1. 625-9 (a) says EV connectors shall be noninterchangeable with
   receptacles in other electrical systems. Does that exclude 120 and
   240 plugs?

2. 625-9 (c) says connector and inlet shall be provided with a
   positive means to prevent unintentional disconnection.  Doesn't
   that run contrary to a simple unplugging during an earthquake?

3. 625-18 says supply equipment shall be provided with an interlock
   that de-energizes the electric vehicle connector and it cable
   whenever the electric connector is uncoupled from the EV. Do the
   240 receptacles de-energize?
