220VAC On-Board Chargers

Mark Brueggemann asked for ideas on how to connect a 220VAC charger, which
needs a neutral connection for 120VAC internal fan/power supply, when there
is no neutral at the EV. Why not create a neutral in the EV with a small
240/120VAC transformer? H1 to phase, H2 to phase, X1 to either phase, and
X2 is the neutral. Size the transformer for the 120VAC load.

Paul G. mentioned that the 240VAC conductive charger stands allow 20mA
ground fault, whereas most GFI trip at 5mA. 5mA is UL for ungrounded
appliances. 20mA has always been OK for grounded appliances. Over the
years, 5mA has become the defacto standard because manufacturers didn't want
to build both GFI. Try to find a 20mA GFI. But the OEM EV folks, even with
sealed batteries and transformer isolated chargers, had a tough time
limiting ground leakage to 5mA. Hence the emergence of 20 mA charging
stands.
