I didn't try to replace the drums, but other brake parts on my 1980 C-car 
matched up with Cushman parts.  An industrial vehicle dealer can supply 
them.  Warning:  they are surprisingly expensive.

Also, trailer parts often interchange directly.

Nu-Kar (http://www.api-assembled.com/catalog.html) sells new Citicar brake 
drums for $172 (!) each.

This is called bump steer.  It is caused by a flaw in the fundamental 
suspension design (I'm too ignorant of suspension design to understand, 
much less explain, the problem).  Unless you have something physically 
loose (meaning worn) in the steering linkage or suspension, there is 
nothing to tighten.

I have heard of a couple of people installing front anti-sway bars adapted 
from other vehicles.  This supposedly helps.  I think Mark Hanson did this
