(3) Applicability.
 (b) The following motor vehicles are exempt from the emissions
inspection:
   5. any motor vehicle operated exclusively by *electric power*

(amazing what you can find on the internet when you stay up late after
eating too much :)

Also (OT) there is a lot of media hoopla about the fee going up to $29,
but since now only every two years it would seem to me to be slightly
cheaper overall then paying $15 every year. (maybe the same math where
NASA forgot to convert feet to meters....)
