 Hi Richard.  In my experience, batteries can
gas, even though they are not being charged.
According to one of my earlier posts, there is
no mechanism for the batteries to reverse in a
series connected pack due to internal shorting
alone.  I, and others, have also noticed that
idle batteries can also gas.  Some people have
noticed batteries gassing even upon their return
from a 2-3 week vacation.  I once saw a battery
at a battery store gassing.  Obviously, it was
not connected to anything.  When I asked the
salesperson what was going on, he said that the
battery was likely overcharged.  These batteries
can gas for weeks, even disconnected.

I posted a query to the list, and although no
one was familiar with the mechanism, somebody
replied that batteries that gas without being
charged are bad.  This person is correct.
These batteries will charge to full voltage,
but they will sag under load rapidly, and not
deliver their rated amp hours at higher current
draws.  After sagging terribly, they will
bounce back almost instantaneously, so they
are not reversed.  They will fail a battery
test administered by a professional type 
machine, but I don't know what part they fail.
