Ins Companies don't like the 'crotch rocket' style motorcycles. Statistics will support their position.

Many states have mandatory insurance laws. However, these laws pertain to 4 wheel type vehicles and do not pertain to motorcycles.
Allstate Indemnity will insure these bikes, but as previously noted, expect to pay big bucks if you want full coverage.
