Sorry, can't help you here.  You are sure it is
broken, because the person who gave it to you
said that it was broken, or smoke comes out?
Otherwise, I have an amusing story about a
device that was not broken, but the user said
it was.  It was an unusual piece of equipment,
and I had to hand carry a replacement half way
around the world.  Good thing it was a large
company, or else a job search would probably 
have resulted.

Is this the reason that it "doesn't work"?  Then
it might actually work.  The unit is turned on
via a radio signal sent from the charge port.
A fake radio signal can be generated, but
without the vehicle side charge port surrounding
the paddle, unpredictible things may occur
within the charger.  Perhaps, then, it would
really not work.
