I am not positive, but I think the power companies are the only ones 
allowed to METER electricity for billing purposes, but others can 
charge for its use.  I remember seeing coin operated tennis court 
lights at a park.  

If a parking meter approach was used whereby the car owner put in 
some coins to activate a timer which turned on the juice for a 
predetermined length of time, I don't think that would be illegal.  
Requiring 25 cents for an hour at 15amps/120V sounds reasonable.  A 
breaker prevents excessive current draw.
