Let us hope that CA doesn't fold. There's been considerable money poured
into making the EV a "toy" and not a practical car... and I have no doubt
a couple bucks have gone into ensuring the correct people are making the
decisions.

No other state has the clout of CA, nor their commute problems. If OR were
to pass this regulation, the car companies would just laugh and let us do
without... but CA is too far a glamor state for sales to ever allow this
to come about. What a shame... especially as it sounds like Joe has had
his mind made up before the facts are in.
