The only standard I'm aware of that mentions power factor is the DOE funded
EV America list.  (Don't know if its available online.) It states:

"The charger has a true power factor of .95 or greater and a harmonic
distortion of less than 5% (voltage and current at rated load)."

Doubt that anyone is required to conform, just good engineering practice.
