Bill,
I have an E-12, but I think some of what I have learned is applicable.
Are you sure the brakes are electrically activated? There are 2 wires into the
pedal assembly on the E-12 and most production ETs which are an interlock to
prevent the unit from running with the brake on. Several owners have snipped these
wires and shorted out the interlock switch to defeat this function. Check to see
if the brake is not really mechanical (single disk on the rear axle).

service manual from them (Bill Gunn). All the schematics and troubleshooting info
you could want.
