[PEVDC] Sep 7&8 CARB final public hearing: last ZEV Program Biennial Review

Subject: Final CARB Hearing for the ZEV Mandate, Sept 7th & 8th

Note: This e-mail is being sent to all members and supporters of the
Production Electric Vehicle Drivers Coalition as well as the EV1-Club,
Northern EV1-Club, Honda EV and Ford Ranger list-servers.  Please
forgive the multiple copies.

Well, it's here.  THE BIG ONE!

This September 7th and 8th the California Air Resources Board (CARB)
will conduct the final public hearing for the last Biennial Review of
the ZEV mandate before it is to take effect in 2003.

Officially, this is a "non-regulatory" hearing, but at its conclusion
the Board will instruct the ARB Staff as to what it wishes to be
modified, delayed, investigated, etc.  So, in effect, we WILL know the
fate of the ZEV Mandate and the future for Electric Vehicles at the
conclusion of this hearing.

The hearing will be held at 8:30 AM at Lincoln Plaza, Auditorium, 1st
Floor, 400 P Street, Sacramento, CA 95814.

The format will be a bit different from that of the previous two
Workshops.  ARB Staff will present to the Board its assessment of the
current status of ZEV technology and the prospects for improvement in
the near and long-term.  Staff will also answer questions from the
Board.  This will be followed by public testimomy before the Board,
but will not be "organized" as it was for the Workshops.  Four or five
EV drivers will be selected to give 3 to 4 minute presentations on key
topics, and additional drivers are encouraged to sign up before the
Hearing to testify for 1 or 2 minutes on their personal EV
experiences.

As was the case for the Workshops, it is extremely important that we
EV drivers have a significant presence at the hearing to show the
Board our enthusiastic and continued support for the ZEV Mandate.  The
large number of drivers who showed up for the March 29th workshop made
a huge impression on the ARB staff and we hope to have the same impact
on the board members themselves at this final hearing.

We appreciate the personal sacrifice required to attend the 2-day
hearing in Sacramento, but it would be really great if we could get 20
or more drivers to attend one or both days and to testify.

attend.

For those of you who are planning to attend the CARB Meeting on
September 7th and 8th in Sacramento, and are looking for a place to
stay, we welcome you once again to stay here in Vacaville
(Voltageville).  I just checked, and there is plenty of room at the

discount.  The room comes with a continental breakfast in the morning,

If there is interest, we can caravan up once again from the hotel to
the CARB Meeting (about 35 miles).  We don't have the traffic
congestion that many of you have to deal with, so it should take only
35 to 40 minutes to reach our destination.

Our local EV owners are looking at once again setting up a dinner on
Wednesday evening, and Thursday evening as well (if needed), so that
we can talk business before and after the meeting.
