Another meter. If they agree, they are probably right. If they disagree,
then one is wrong. (But which one? :-) 

Or, see if you can find a mercury cell (used in watch batteries, now
rare). They have the interesting feature of a precisely accurate no-load
voltage of 1.035v (if I recall correctly).

Or, buy a high quality voltage reference IC, like a REF-01A (10v
+/-0.3%), LT1009 (2.5v +/-0.2%), or LT1019A (versions for 2.5v, 4.5v,
5v, or 10v; all at +/-0.05% max error).
