There are a lot of other issues as well.  My bicycle has a longer
range than my EV, but not at night.  The bicycle is downright
dangerous at night or on cloudy days.  A photovoltaic powered EV
will lose much of its attraction under these same conditions.

This is not to say that such a vehicle is completely impractical.  One
of my colleagues showed a demo of a helicopter powered by a directed
microwave beam.  With enough solar panels (the sun is shining
everywhere at some time), this little solar powered vehicle could
really cook.  So could the passenger.
