It's still a motorcycle in most places.  Federal regulations consider a car
to have 4 (or more) wheels.  Two or three wheels and it's considered
motorcycle, no matter how they are set up.  That is, according to federal
regulations.

State regulations...that's a whole different ball of wax.  Some states just
follow the federal regs.

Some states, if it doesn't have a saddle or you don't sit straddling it,
it's not a motorcycle;  and guess what?  It's still not a car (needs to have
4 or more wheels).  In those states it's not legal at all.

In Ohio, it can have three wheels, but only if it has two back and one front
wheel.  At least that's the rule for bicycles, I think it's the same for
motorcycles.
