Zivan NG3 Programability

I've run across a used Zivan NG3 "Poviglio" that is currently programmed for
Optima YTs. I'm a bit confused on the specs, which read:

"NG3WUIa OPTIMA Y.T... Input 115 V-28A 50-60 Hz... Output 157 V-12A...Code
F5WE70"

I'm unfamiliar with this charger, and have a few questions...

Can this charger be reprogrammed for my application? (24 flooded Trojan
T-125's)

I'd like to use a standard 20 amp 115VAC plug. Does this NG3 input
*require* ~30 amps to run right?

Thanks,
