You want just a little back pressure on the passages, this will force s
the flow rates of the individual passages to equalize, giving even
cooling across the heat sink.

Remember the sum of the cross section of the passages should be a little
less than the inlet AREA. If the you use a fitting you must consider the
opening in the fitting not the hole the fitting screws into.
