The deadline for the introduction of new bills in the California
Legislature was last week. There were two main ZEV-related bills
introduced (but remember also that the Governor's proposed Budget
contains $50 million for ZEV incentives, so it is very important
also).
The first bill is AB 1390 introduced by Marco Firebaugh (D-50), would
eliminate the ZEV mandate and direct CARB to substitute "flexible
performance requirements", including programs that target air quality
improvements in low-income communities and communities of color. Here

The second bill is better news. It is AB 554 by John Campbell. It
would exempt ZEVs from state sales tax, and also provide partial
exemptions on a graduated scale for PZEVs, SULEVs, ULEVs. John
Campbell used to own several Saturn dealerships in Orange County. I'm
pretty sure this is the guy that spoke once to CARB's ZEV
Implementation Advisory Committee, when the EV1 was first introduced.
He was really enthusiastic about it then, so we will have to check
with him to see what he thinks now. But I'm assuming that since he
introduced the bill he is still quite supportive. Here is a copy of
