CA: URGENT! AB1390 passes appropriations (fwd)
California issue though it affects other states like New York and
Massachusetts.
Greg's right. This is REALLY BAD! If you want the ZEV mandate to encourage
the production of new EVs, Take action now! MAKE SURE your representatives
hear you.
Don't forget to include your full name and home address when contacting
your representatives so they can verify that they represent you.
Use the phone for the quick time frame. Email is good too. I suspect phone
may have a greater impact.
Follow up with hand addressed and hand signed postal mail letters. They
have the impact of thousands of emails / phone calls because the issue was
important enough for you to take the time to write.

Bad news folks..
AB1390 (sponsored by Marco Antonio Firebaugh(D))
which would allow auto makers to
buy out of their requirements to build EVs
in 2003 and beyond has passed the
assembly appropriations committee and
now moves on to be heard on the assembly
floor as early as next week.
All of the republicans voted for it and initially
none of the democrats did but then the
chairperson Carol Migden(D) told them it
was a democratic leadership issue (!) and
she needed 4 democratic votes.. Alquist,
Goldberg, Cedillo and Correa voted for it
although they expressed displeasure in
doing so...
This is serious now. It could be heard on
the main assembly floor as soon as Monday!
We need to mobilize everyone to call, fax and
write to their representative and tell them about
AB1390 and how it would destroy the ZEV
program for low and zero emission vehicles.
(along with the EVs, AB1390 could also scrap
plans for hundreds of thousands of super ultra
low emission gasoline and hybrid vehicles).

Dear Assemblywoman Migden,
I am very concerned about the future of California's clean vehicle
program. Over the past 10 years the California Air Resources Board has
crafted an extremely flexible roadmap for the coming decades. What was
originally a mandate for 10% of vehicles in 2003 to be "Zero Emission" is
now a much broader program encompassing several thousand zero emission
vehicles (such as battery and fuel cell electric cars), tens of thousands
of hybrid gas/electric vehicles and hundreds of thousands of ultra clean
normal gasoline vehicles.
Assemblyman Firebaugh has introduced AB1390 which would allow auto
manufacturers to "buy-out" of their requirements for zero and ultra low
emission vehicles by investing in other clean air programs in his district.
Diesel emissions are a big problem in Assemblyman Firebaugh's district due
to his proximity to major shipping channels and I am now keenly aware of
the difficulties he has encountered in trying to get funding to solve these
issues.
I do *NOT* however see gutting the California clean vehicle program
as a viable solution to Assemblyman Firebaugh's situation. Our EV drivers
coalition as well as many of the environmental groups are investigating
alternate means to achieve Assemblyman Firebaugh's goals of reducing diesel
pollution in disproportionately effected areas.
Because AB1390 could decimate what is left of the California ZEV
program, and because this program of zero and ultra low emission technology
is so important for the future of California with regards to energy
independence and air quality, I must thoughtfully request that you hold
AB 1390 on your suspense calendar.
