Controller/Motor Failure?

One of the two motors/controllers in the Tropica is not running %100.  It
seems to be barely operating.  The other motor/controller is working fine.

I am going to swap the controllers to narrow it down and find out which of
the two it is, but my feeling is that its the controller since I dont know
that would cause a motor to do that.  Its a Curtis 72V 400Amp controller,
1209B-6402.

I was just wondering if someone was familiar with a condition where the
power output was greatly reduced but the motor would still turn.
