     That sounds like the shunt wound setup they came out with 
about 7 years ago, probably is if you're able to do regen with it. If it 
is a shunt wound motor, you're barking up the wrong tree with a 
1221R (series wound motor).
     If it's a series wound motor, FWIW when I originally got my 
truck 7 years ago, the old GE SCR controller had been replaced 
with a 1221B. It never had any problems running with the GE 
motor. If I remember correctly, the model number is 5BT1346B51, 
23 HP at 3285 rpm 100V.
     If the nameplate says it's a shunt wound motor, you may be 
between a rock and a hard place. Mark Hanson might be able to 
help you in getting one of the two controllers working again, he 
used to work for GE's EV division. Other than that, the only 
currently available setup for a shunt or compund motor is Zapi's 
SEM series of controllers, and last word I had they only go up to 
96V.
