Let me clarify.
I figured out how to charge my car by using a three phase we have 
here for an old sprinkler pump.  I used two legs and twisted the 
ground around a screw on the box.  This charges the car fine.
This is not to code.  The electrician wants $2400 to start at the 
meter room with a new sub panel because all is full.  They want a 
meter to see how much JUICE I use.  This is not my home it is a huge 
building and meter room and parking place are on opposite corners of 
a building as big as a city block.
Three spools of 8 guage and conduit and meter and sub panel and a 
waterproof box to put charger and connection in.  This is $2150 and 
the electrician gets $250 he says.  It all has to be to code.  I am 
doing it now with two spools of 14/3 and some wire nuts.  The 
electricians just laughed at me, but it charges the car.  I am not a 
state contractor with a license.  I am a graphic artist and anti 
gasoline person only...  Before this think it was my mountain bike 
with the Zap twin motor setup.  18mph for 22 miles.  Or one of my 
three Sporty 24 scooters I got for family trips. 12.75mph for 13 
miles...
