It *is*! But after the first couple seconds, it is shorted out by the
main contactor.

I also don't see the need for the delay on the main contactor.

It allows time for precharging. First contactor closes, precharge
resistor charges controller, and when controller voltage is high enough
the second contactor closes, permitting you to drive.

If the controller is shorted, it won't precharge; thus the second
contactor won't pull in.
