Lee, it sounds to me like it is not a residential building - or if it is, it
is multi-
family (ie, apartment house) - in which case it might very well have 3-phase
service for stuff like landscape irrigation, etc,

Probably because of the length of the run - code requires you to upsize the
wire to overcome losses on long runs.
