Yes. Both of them are a closed loop of conductor, and so act as a
shorted turn.
Slots in the donut pieces are fairly easy to add, and shouldn't
adversely affect mechanical strength. But cutting a slot in the center
tube would allow the wire to crush it (besides being hard to add). So a
suggestion: Pot your coil on its aluminum bobbin in epoxy. When the
epoxy has set, then cut the slot in the donut and inner tube. For that
matter, you could drill out the inner tube and remove the donuts
entirely -- they would no longer be needed to hold the coil together.
