A couple people have reported the Curtis grounding the negative pack lead.
No one seems to to understand the problem, but the most likely culprit
seems to be moisture slipping inside the case.  Your negative contactor is
a good short term solution.

IIRC a few people reported the this ground fault problem was often a sign
of impending controller failure.  You might want to think about bring the
controller into a dry environment for a awhile.
