Hi Lee,
            that's what I had in mind. 
If you think higher quality components would make this a viable option how about cutting the I laminations so only a section of the I is removed with the primary (see below). I'm thinking this would allow the primary and secondary to be as close together as you like without the problem of clearance for the angle required to stop jamming(if the center leg of the E were cut). 
The design could be compromised slightly by simply pushing the ends of the I together to compensate for the metal removed by cutting, leaving a small piece of the face of each E exposed.

Assuming "I" laminations can be bought separately different angles could be cut and tested without the E and secondary being touched.
