Yes, in this context (and I stress that I don't know how many of the 
Sparrows are still this way) the battery negative of the 12V SLI and 
the 156V traction pack are connected together.

The problem with this is that the non isolated charger would cause 
the chassis ground to be alternately connected to one and then the 
other AC line terminal through the pack B- and the charger input 
rectifier. If the chassis of the vehicle is grounded as it should be 
then it will at least trip the input breaker and possibly damage the 
charger or worse. If the AC ground is not connected, then the whole 
car becomes a major shock hazard.
