Why would you expect this to happen soon? It would be
much cheaper for Toyota to install AVCON charging on
their current RAV4EV than it is to do the upgrade at a
later date.
I think Toyota is thinking that with the 100-mile
range, a RAV4EV would not need public charging that
often. Either this, or Toyota is playing another
trick on us to deceive the public while it gets rid of
the remaining RAV4EV's to meet the mandate.
